Austria may open a new chapter.
Austria's online casino market could look very different after reform. The finance ministry expects roughly 20 companies to apply for licences under the proposed framework. That is an estimate in draft legislation, not a list of operators already approved to launch.
Who could enter the market?.
The proposal does not set a strict cap on the total number of online licences. Suggested conditions include incorporation in the EU or EEA, a supervisory board, at least €10 million in paid-up capital and licensing fees. Initial licences could last up to five years.
How much activity could move into the licensed market?.
The government's impact assessment sets out projected channelisation rates: 45% in 2027, 60% in 2028, 70% in 2029 and 75% by 2030. These are policy forecasts, not achieved market outcomes.
When could the changes happen?.
The published plan envisages licence issuance from January 1, 2027 and a new online regime potentially starting October 1, 2027. As of October 20, 2026, the draft was still under consideration, so both the timetable and the rules may change.
Why affiliates and operators are watching.
A licensed market opening would affect operator entry plans, affiliate partnerships and campaign budgets. But teams should avoid treating proposed rules as settled law. Product eligibility, advertising restrictions and player safeguards must be checked when the final framework is available.
