Twelve casino websites. One offshore operator. A €37.25 million fine. And a regulator that apparently ran out of patience before the casinos ran out of domains. Dutch gambling authority Kansspelautoriteit (KSA) has imposed a record sanction on EOD Code SRL for offering illegal gambling. What started with Instantcasino expanded into an investigation of twelve sites.

ONE CASINO. TWELVE WEBSITES. ONE VERY EXPENSIVE PORTFOLIO.

KSA investigators were able to register and gamble at Instantcasino from the Netherlands. Further inquiries linked eleven more gambling websites to EOD Code, including Skyhills, Slotmonster and Betblast. One operator. Twelve websites. €37.25 million. Not quite the portfolio expansion case study anybody wants on their LinkedIn.

CRYPTO, PAYMENT RED FLAGS AND AGE CHECKS.

The authority cited insufficient player safeguards, including concerns over age verification, alongside cryptocurrency and anonymous payment methods. Cryptocurrency is not itself evidence of money laundering. The regulatory concern is the combination of unlicensed gambling, weak protections and payments that may complicate oversight.

WHY THE FINE IS SO MASSIVE.

According to KSA, standard penalties would not adequately reflect the scale of the illegal activity. It used a turnover-related calculation to arrive at €37.25 million, its record sanction for illegal gambling operations. An imposed fine is not proof that the money has been collected or every potential appeal exhausted.

THE NEXT TARGET ISN'T NECESSARILY ANOTHER CASINO.

KSA says it works with payment providers, banks, hosting companies and major technology businesses against illegal gambling. A casino can change domains or redirect traffic, but its commercial infrastructure is harder to replace. This suggests wider enforcement pressure, not that every provider serving EOD Code has already been sanctioned.

AFFILIATES AND MEDIA BUYERS: GREAT CR DOESN'T EQUAL A LICENCE.

An offer can convert beautifully. CPA can look like a gift. First-time depositors may be pouring in. None of that proves an advertised product is legal in its target market. Teams should verify licensing by GEO, advertiser credentials and marketing restrictions before scaling traffic. Customer acquisition costs sometimes extend beyond CPM, CPA and rejected leads.

BETDILLA EDITORIAL TAKE.

€37.25 million. For some operators, that's an annual marketing budget. For the Dutch regulator, it's an expensive way of saying that licences still matter. The industry loves scaling traffic, new domains and alternative payments. KSA is reminding everyone that enforcement can scale too. You can optimise the funnel. You cannot optimise your way out of a market's licensing requirements.
